Very poor and shoddy work

My Mum used this business, she is 76 years old this year. The owner Chris assigned his Dad to complete the decorating. The pattern has not been matched up, gaps between wall paper and edges of paper stand out obviously. The paper has been left grubby, in places the paper was overlapped by inches, a roller was used to apply the paste which has resulted in many areas pealing away from the wall. The paper was pushed behind a radiator and left hanging loose. My mum who struggles with pain and mobility was left to scrub paste and debrie off the carpet, radiators and skirting boards and move very heavy furniture to clean up after him. She sent Chris pictures and he came to visit. He blamed the walls and the wall paper for such a shoddy job. His says with a lick of paint (on new wall paper) it will look fine. No offer of compensation or effort to rectify issues was made. She is very unhappy.
